You haven't answered my question though, can I set up a puppet Republic of Quebec? I guess in EU2 terms it would be realesing a vassal.
I would hope releasing land to make a nation would be possible, with being able to choose just what provinces to give to them.

Both, still assuming Dominions can be modelled in any meaningful way in the time-period.

I wouldn't want the dominions to be created through events. I would want the game to simulate their creation.

One suggestion would be to increase the chances of rebellion. Then when a rebellion is triggered the imperial power has the option to cede some additional power to the former colony or fight the rebels. Perhaps it could take a few such triggers to allow a fully independant dominion to form - assuming the imperial power didn't just send in the troops.

Wrong. You're forgetting the Rebellions of 1837-1838 - mostly in Lower Canada, but also in Upper Canada. They were put down, but those revolts were largely responsible for creating the United Province of Canada, and the failure of which led to Confederation.

Manifest destiny was about going "from sea to shining sea" it wasn't really about pushing Canada north and Mexico south, though we did some of that to. Also, Alaska was a close thing, regularly called Stewart's Folly, and probably only happened because the alternative was that the Czar would sell it to a European power, which would have then forced us to take the more expensive step of enforcing the Monroe doctrine or lose face.

I'd suggest taking a contemporary look at US foreign policy: we could easily tie Latin America in far closer to this country by expanding on NAFTA, yet there is an incredible amount of disinterest in the subject, and enough opposition that we haven't even agreed to bring Chile in. Chile today is far more on the economic map than BC was back then. The US is uniquely able to ignore it's long term interests in favour of short term distractions. It comes out of living a sheltered life in a nice neighborhood where the Canadians are about the biggest threat that we have. :p

Well, don't forget about the war of 1812. The Americans sure seemed determined to a acquire a more northern border then.

But I will give you that at the end of the American Civil War when the American army could have walked into Canada anytime they wished - and any time after for that matter - the Americans choose not to.
