I agree completely with just about everything you said and I'd be perfectly willing to pay full retail price for something of this size. I think the way you've worded it and broke it down into solid points is the way this should be presented. Not only does it make sense, but there is a ton of money to be made. Though I'm not sure it should be a completely separate game like F3 and NV, more of a full expansion. But, If you wish to make a petition, I'll be the first to sign it.

I would be in favor of an expansion/DLC that backed the start time to the official breakup/end of the Carolingian Empire (887/888 AD). That way you could still have powerful pagan states (preferably playable), the Great Schism in the Christian world is a major in-game event, and yet more steppe invasions (they sure love invading Europe). As a bonus, feudalism would already be around so they wouldn't need to alter that. You also recently have the Macedonian Dynasty in the ERE coming to power and leading the resurgence of the ERE. So plenty of fun to be had.
