Would you prefer if it was like HoI and provrince were calm and happy as soon as you units entered them and you never had to keep any units behind the front line? That was one of the biggest complaints about HoI.

I agree they should not be reenforced to 10,000 men as soon as they get back to friendly land, but they are needed.

Conquored populations are often not too happy about being conquored populations, especially if their country is still fighting on and they feel they could help defeat the invader by resisting. So some troops are needed to make sure they do what their told, thus weaking the invading army slightly. If rebels didn't pop up then you never get overextented or weakened by trying to hold onto what you've conquored.

Another way of simulation it would be to have factories + RGOs output dropped way down if troops were not present in the state, but the troops garrisoning hostile states would take extra atrition and the state would lose population to simulate low level warfare and grudging compliance.

Correct, but this could also be said for national provinces where police or militia forces were required to maintain order. We don't need to micro police though.

Well there weren't many large scale conquest wars either. Mostly you'd get a few battles and a siege or two.

Putting troops in a province does decrease revolt risk though, so you can use your troops as police/martial law in rebeling provinces.

Yeah, I hate that. I think the actual spawning should stay like it is now but make them Irr and cap them at around 2000.
