It's a huge part of the WWII history, but it's almost completely overlooked in the HoI series so far. I'm talking, of course, about the underground resistance in many occupied countries. I'd like to see this aspect given more care in HoI3. I can't say exactly how, though, so I'm starting this thread to get people throwing some ideas around and hopefully some will make it in the 3.
So far, the resistance has been modeled as partisans. This of course is utterly unrealistic since no real "partisans" ever took up arms to confront the occupying force in open battlefield. They have, however, taken up arms to aid the "liberators" (whoever they may be) that are approaching. In game terms, this can be translated into:
1. an attack bonus when attacking an occupied city
2. supply and possibly movement bonus for the liberator and penalty for the occupier in occupied territory
3. attrition reduction and entrenchment bonus for the liberator in occupied territory
Another important contribution of the underground resistance is in intel gathering. The ally, for example, was able to liberate france fairly quickly partly due to the underground's intel network. This can be applied in the game in many ways, but since we don't know how intel will work in HoI yet I'm not going to speculate too much.
Lastly, the dev diaries have mentioned a new party system in internal politics. It's shed very little detail on the subject, but the degree of partisan activity can also be affected by party politics. This would make partisan work for not just the "liberators", but also invaders that share the people's ideology. For example, just hypothetically, if the fascist party is strong in Yugoslavia, Italy would get some degree of partisan bonus accordingly if they invade. Or if the communist party dominated Finland, the Soviet would get a partisan even as an invader. This political balance can also translate into different degree of partisan activity for different forces. For example, if the communist party in Poland had a strong following before annexed by Germany, the Soviet would get a higher partisan bonus than would the Anglo-American force.
