I have idly pondered what an FPS vs RTS/Strategy game would play out like, there was something like this along time ago for a singleplayer game but the name escapes me. A game that would play out as a cross between planetside and command and conquer. One side plays in FPS mode, the other moves groups of units, robots, insects etc, in hordes over the map, grand strategy and base building elements included. It solves the problem of the AI being weak or one dimensional, as players are directing the AI. With both sides trying to conquer the map. End of Nations is an RTS MMO coming out soon, I have played but it's not really got the same feel as say Shattered Galaxy used to have for teamplay.
However for an honorable slightly off topic mention, I would have to go with an RPG MMO, purely designed so all levelling mechanics were done in character, if indeed any was included at all. All development went toward encouraging social interaction, development of communities etc. Politics, and strategy could well be implemented, I picture a modern day city, feudal realm or post apocalyptic setting. I have played one that was an FPS RP MMO before but it was a flash in the plan affair, which highlighted to me heavy moderating tools are needed to stop people going out of their way to disrupt events etc.
So the major elements would be:
Third Person RPG
City Builder/Managment
Trade/Production
RTS battles
Several oblivion and morrowind mods did this in a limited fashion, either with a business, small armies or settlements you'd build up over time.
The one thing that comes to mind though to satisfy some of this, is a minecraft mod:

Also towns might suit your playstyle?

Dwarf Fortress if you are feeling like extreme details and micromanaging. I recommend graphics mods for that.
