Traffic is fine in my cities, it's working as intended. Have hardness mod too so vehicles don't despawn either.

My vote is for tunnels.

Reason being: They are already working on this and it was a feature that did not make it into the same game. This way the team is not continuously shifting focus and losing production.

Traffic is working as designed - but could use more tweaking. There are some great mods out there that can assist with traffic; and some of these would be cool to incorporate into the game. Tourism should get some more love as well, but I think this may be an option for a future DLC.

So tunnels first as they are already doing this and it's implementation should not interfere with how tourism or traffic will work later on. Then a traffic patch and lastly a tourism DLC with features for tourism.

Tunnels because they're cool. Traffic is not broken (it's merely sub-optimal) and I don't know what tourism is supposed to be like, my economy doesn't depend on it so they can fix it at their leisure. Plus, I don't even see how traffic could be properly fixed.

Tunnels > Traffic > Tourism

While I agree that someone must already be working on tunnels as a mod / asset, it would be good to get them fast and officialy (and I think that it shouldn't be hard to implement in the base code, maybe it's worst in coding the correct visuals but meh). Plus, the traffic while complicated is not broken, and tourism as a system, in its current form, is not going to impact the game as much as desireable. The only thing I think that would be good is to check the slow despawn of train at the edge of the map (it happens sometimes, and becomes annoying).

If with tourism you mean a sort of rework of the base system (don't ask me how, I haven't thought about it... yet...) to make it more interesting / have a more noticeable impact on the game, then yes, it would move up above the traffic.

Tourism! As much as it would be nice to see traffic be tweaked a bit, the system is still largely functional, and tourism doesn't feel functional at all. It'd be nice to be able to build a city oriented around tourism, whereas right now it's kind of something on the side that I don't pay much attention to, nor could I pay much attention to.

I'd rather than a more diverse depth to the game. Especially since I foresee traffic being the "aggressive expansion" and "coalition" mechanic of this title. Always tweaked, never loved. The sad life of a core game mechanic. ;)
