Hey there folks, I have always wanted to do an AAR, but I never got around to it. So here we are. Originally I was ready to rock n' roll as soon as the game released, but I figured I would take some time to learn the game and wait for some bug fixes.

So what is this all about? The idea is to tell the story of Humanity from the point of view of its governing body. There will be elections, squabbles in the assembly, and all that fun stuff.

What can you expect as a reader? Probably grammar and spelling mistakes, but aside from that I don't really know. I have an idea in my head of whats gonna go down, but as the game rolls along, anything can happen. As mentioned above, the focus will be on the political side of things. How will the different parties react to different situations? How will galactic events shape the political scene?

The format:
Each segment will cover one sitting of the assembly, aide from the first part which will be the game setup. There may be special issues, in case something special happens. The updates will be sporadic. I am aiming for at least one update a week, but do not hold me to that.

Any "out of character" remarks will be made in this yellow text.

With that out of the way, lets get rocking and a rolling.

Original Series Pre FTL History
The Early 21st to Mid 22nd Century
We begin our tale in the present as we know it as today. Well not really but lets just roll with it.

On April 5th 2019, religious extremists detonated three dirty bombs in the cities of Paris, Moscow and Shanghai. Roughly 20 million people died. The extremists were later traced to the middle east. An international coalition was formed and within two weeks of the bombings, the Levant was flooded with 800000 troops from various nations, with the USA, Russia, and China forming the main force. They proceeded to ruthlessly hunt down any opposition.

Ironically, the dirty bomb attacks and the conflict in the Middle East brought a new era of peace between the great nations of the world. One of the hallmarks of the period was the massive dismantling of the worlds nuclear arsenal. By the 2030's, roughly 150 nuclear warheads remained in the hands of various powers. Unfortunately, the growing resource shortage was not addressed.

The peace started to fragment as resource shortages grew across the globe. Without the mutually assured destruction of nuclear weapons, war was a very real possibility. On March 5 2033, Russian tanks rolled across the border, and the EU was quick to respond. In the East, North Korean troops invaded South Korea and China started to push hard into Japan. The conflict reached a deadlock around 2034. On September 5 2035, the Chinese fleet wiped out the entire US pacific fleet. Faced with an invasion of the west coast, the United States considered its options; Either pull back its divisions in Europe and lose the war there, or let China invade and lose at home. With their backs against the wall, they chose the only reasonable option left. The nuclear option.

When it was all said and done, 53 nuclear weapons were detonated across the globe. America's preemptive strike gave their side the edge and when the smoke cleared, China, Russia, and their allies yielded. World War III left about 4.7 billion people dead.

While America and her allies won the war, everyone lost the peace. The world was, simply put, devastated. It would take the world 85 years to return to any semblance of a normal society. The path back to normality was plagued by genocide, famines, localized conflict, and global pandemics. Amazingly, the surviving nations were able to keep up technological progress in scattered sanctuaries of learning. Much of this technology would be used after The Dark Times to get humanity back onto its feat again.

With peace and order somewhat restored in the 2120's, people were able to focus on more than just surviving once again. The resource shortages that had plagued Earth for the last century were solved with ingenious technical solutions. In 2140, the nations of Earth formed the International Assembly. Like the UN of old, the Assembly would be used to mediate differences as well as a place to come together and work on various initiatives.

The Election of 2199

It is 2199 and the Federalists have been in power for 15 years. Jun He, former President of the Assembly, built up a grand coalition of powerful backers which has ensured Federalist dominance in South America, Asia, and Africa. However, there are cracks in the great Federalist wall. First, the decision to test nuclear weapons in space has been met with criticism both in the Assembly and the media. Second, contracts for the Assemblies FTL program have gone exclusively to Federalist contributors, bringing into question the integrity of the party and the government it has formed.

Faced with slumping opinion polls while governing from the minority, Jun He stepped aside in 2198, allowing the party to choose a new leader. Carole Étoile was selected to take his place. She was an outsider to the parties main Asian establishment, and it is hoped she will help the party stay in power. So far it has proved to be a successful move, as she meshes well with the existing cabinet, and has warm relations with the media.

With the opinion polls in her favor, she dissolved the Assembly and called an election. It seems as if victory is assured, except for one minor development...

Enter Bernard Robertson. After being ousted from elected office in 2184, Robertson mostly kept to himself, well out of the public eye. By 2198 he had become critical of the current government, and there were rumors of a potential comeback. Since his departure, the Statists had gone through a selection dull leaders who were unable to secure an electoral victory. Though he was not keen on returning to political life, leading humanity into the stars was too good to pass up. When Carole Étoile dissolved the Assembly, the Statists unveiled their new leader. With the FTL program nearing completion, Robertson settled with the campaign slogan "The Stars are Ours!”, and ran an energetic campaign.

Results


It was a close election that left no clear winner. Neither the Federalists or Statists gained an absolute majority of the seats, with the Unionists serving as the king makers. To the surprise of many, both Michael Sharp and Carole Étoile resigned for their respective parties leadership shortly after the election. Suffice to say, it was clear that It would be Robertson and his Statist party who would lead humanity into the future, and no one knew what would await them beyond the solar system...

OS: Part I - Game Setup
Alrighty now we can really get going here. There is going to be nothing special aside from the game setup. So this is just showing off what we got in-game for us.


First off, the empire:


We got a lot going on here so lets start with top and work our way down. As I mentioned, I am not a creative man. Therefore the empire is simply called "Earth Government" since thats basically what the Assembly is at this point in time.

We got your standard Indirect Democracy going on. The ethos are chosen based on the backstory. The two biggest parties both dip into the individualist and materialistic side of things so that explains that. Militarist because hey, humans love their conflict, but more importantly all that killing has to translate into a usable skill in the galactic community.

Species traits. Solitary because who wouldn't get super paranoid and territorial after a nuclear war. Talented and Natural Engineers were chosen because at the end of the day, to drag yourself out of post-apocalyptia you are going to need the skills and knowledge to do so.

Nuclear Missiles because as mentioned above, its what the Federalists decided as an initial weapons platform. I chose the wormholes because its what I enjoy the most after a few play throughs.


Our Intrepid Leader:


Here we have Mr. Robertson. I had to go in and edit the file to get his age right, and I edited the traits to fit his personality and to set up the story. A note, the wagon looking trait is normally not available until your research colonization. Another note, you may notice the emergency election button. I modded it in because this is a parliamentary system, which means that there may be snap elections.

4 systems within my borders. I can dig it, but who really knows whats in those others systems. I haven't unpaused or don't know anything yet.


The galaxy at large:


Its a 1000 system galaxy. I think there is 20 - 25 AI empires kicking about, I cant really remember what I selected. I also generated the galaxy with a mod on the workshop that spaces everyone out nice and evenly, instead of clusters, so we will see how that works out. The AI aggression is on hard. Also, it was a real PAIN to get the solar system to where it kinda sorta is in real life. This is about as good as it gets. So many restarts...

OS: Part II - The 19th Assembly
October 30 2199 - July 21 2201
The 19th Assembly opened on October 30th 2199. In exchange for a few mentions in the inaugural address, the Unionists provided the majority Bernard Robertson needed to be proclaimed the President of the Assembly.

Afterwards, Bernard Robertson brokered a deal with the Unionists that would hopefully keep the Assembly in session for its full term. In exchange for supporting Statist colonial efforts, Robertson promised to build up a navy and appoint a Unionist supporter as its first Admiral. With the deal in place, the Statists could get to work.

The first major bill passed by the 19th Assembly was the Science Directorate Act on December 5th 2199, which established the Federal Research and Astronomy Directorate. This replaced the old and cumbersome program that the Federalists had established back in the 2150's. The new directorate was headed by three directors, each focusing on their own projects.



The Statists stayed true to their promise to the Unionists, and appointed a Unionist supporter as the Admiral of the 1st Fleet in February of 2200. Her initial orders were to do a basic survey of all systems within range of the Sol wormhole generator.



In April 2200, sensor arrays from Earths orbital station picked up giant signatures moving through the solar system.

Surprisingly, there was little fanfare over the event. Since the 2160's, it had been speculated that such stellar-going creatures existed. However the Unionists milked this event for all they could, warning of an "alien menace" and calling for an expansion of the Federal Navy.


Admiral Rodriguez continued her survey mission of the local systems. By 2201, she found a few promising worlds close by. A closer inspection by a FRAD ship would be necessary before any colonial undertakings could begin.



Meanwhile, the debate over colonization costs raged on in the Assembly. Ju Gao, the newly minted Federalist leader, argued that resources were better spent fixing social and economic problems at home, rather than foolishly attempting to colonize another planet. The Unionists were indifferent on the matter, since they were expecting a fleet to be built soon, as per Robertson's promise.

Mulling over the numbers in cabinet meetings that went late into the night, the Statist government concluded that they could either put resources towards colonization, or to an expansion of the Federal Navy. They decided to forgo their promise to the Unionists and instead opt for colonization. Knowing the Unionists would be furious, the Statists cobbled together a bill on colonization and put it to the Assembly. The Unionists refused to support the bill until the navy was expanded (which was never going to happen), but the Statists pushed the bill through both readings to a vote, knowing it would fail. Sure enough, the final tally was 204 - 196 against the bill.

This allowed Robertson to claim the current Assembly was uncooperative, and it allowed him to blame his failure to colonize (as he had promised in the election) on the stubborn Federalist and Unionist parties. With that, he dissolved the 19th Assembly on July 21 2201 and called an election.

The Election of 2201
The election of 2201 was one of little fanfare. The Federalists argued that the Statists were too focused on the stars rather then the real problems at home. Unfortunately for the Federalists, humanity had been obsessing over every little detail coming in from the FRAD science vessel and Admiral Rodriguez' expedition. Such obsession and hysteria over space had not been seen since the 1960's and the moon landings. It was an easy win for the Statists, who turned their minority government into a majority.



OS: Part III - The 20th Assembly
October 21st 2201 - October 21st 2206

The Assembly resumed it's business on October 21st 2201. Robertson had promised to establish a colony before the next election, which many drew many skeptics. The technology to do so did not yet exist, nor a ship large enough to carry colonists to a new world.

Anxious to speed up research progress, the Statists repealed the Research Control Act, a law passed by the Federalists that tightly regulated what and where research in certain fields could be done.



Meanwhile, the other big question that needed to be solved was where the first colony would be established. Alpha Centauri II was the prime candidate. A temperate world, it would be good fit for potential colonists. Concerns were raised over the rocky terrain and dense jungles, which would impede growth. Admiral Rodriguez continued her expedition in search of additional options.



The next planet that piqued government interest was Procyon IIa, a moon in the Procyon system. Initial reports suggested it was a prime world for colonization, but upon further surveying by the FRAD, its ecosystem was deemed to be incompatible with Humans.



The nearby moon of Procyon IIIa was more highly touted than its neighbor. Upon receiving the report on what was actually there however, Robertson famously proclaimed the world was "nothing but garbage".



By 2204, little progress had been made, and colonization was looking more unlikely by the end of the term. With the Statists dipping in the opinion polls, they were desperate. In another effort to speed up research, they diverted almost all scientific funding the the New World project.



The situation did not improve with the GRV Kepler's latest transmission. On July 19th 2204, intelligent life was discovered in humanities own back yard. When the Statists announced this to the Assembly, the Unionists had a field day. They talked of an alien menace rising within humanities own borders, ready to strike at any time. People bought into the story, and mankind got its first taste of true xenophobia. Even some Federalist MA's (MA = Member of the Assembly) bought into it. The Statists tried to calm everyone down by reporting that the alien civilization was a long ways away from any sort of space travel, and that an conservation post would be established to keep tabs on them.



In February of the following year, the FRAD finally had a research breakthrough. They were now confident that everything was in place for colonization.



As luck would have it, a new world was recently surveyed. When the report came in, it was everything everyone had been hoping for; A lush, perfect world.



Construction of a colony ship began straight away, and the government was overwhelmed with applications for the new world. Hundreds of millions of people wanted to be the first settlers, seeking a new life beyond the solar system. It was crunch time, with a little over a year to go before the elections. It was time for Bernard Robertson to make good on his promise of colonizing a new world.



Construction of Humanities first colony ship was complete on April 8th, 2204. Shortly after, the first colonists were loaded up, and the GRV Felicity departed the solar system to Barnard's Star.



On September 9th 2206, the GRV Felicity gently touched down on Barnard's Star III. The entire mission went smoothly, and when video feed came back of the new world, the whole of Earth was entranced by its beauty.



With only a few months left in the Assemblies current sitting, Robertson had made good on his promise. A new colony had been established, and everyone knew who made it happen. Everything that could go right, do go right. Not more than a year ago, it looked like the next election would spell the end of Robertson and his Statists, but the tables had been turned. When the Assembly was dissolved on October 21st 2206, Robertson was confident of victory.

The Election of 2206
The election of 2206 went as everyone expected. Bernard Robertson was untouchable. Everywhere Robertson went massive crowds came out to hear him speak. After the first debate where Robertson beat Gao with ease, the Statists ran away with the opinion polls and never looked back. When the results came in, it was a Statist landslide. The Federalists were devastated. Their well oiled political machine was no match for Robertson's popularity. Much to their embarrassment, the Assembly seating had to be arranged in such a manner that the Speaker could hear the Federalist leader, with Statist groups on both flanks of the opposition.



OS: Part IV - The 21st Assembly
January 21st 2207 - January 21st 2212

After the landslide election, the Assembly resumed its business in the new year. Bernard Robertson announced to the Assembly that this was to be his last term as leader of the Statist Party.

Things got off to a rocky start. As space travel became more common for private entities, there was little policing done to ensure laws were followed. The navy was busy with other business and stretched thin. The birth of space piracy dealt a big blow to the Statists in the opinion polls. This was the beginning of a situation that would haunt the government for years to come.



Admiral Rodriguez was dispatched immediately, and caught up with the pirates in the Alpha Centauri system, while they were busy raiding the shipping lanes and various stations. With superior numbers, Admiral Rodriguez engaged the pirate fleet.



It was a hard earned victory for the government. The pirate fleet was destroyed, but their hidden base was nowhere to be found. In desperate need of repairs, the fleet returned to Earth to get patched up. Short on resources, the government could not initiate a search for the hidden pirate base and had to take what they could get. The victory returned some confidence to the government, but many questioned how humanity could defend itself against potential threats if they could barely beat a bunch of hodge-podge freighters.



As the search continued for the pirate base, life continued on as usual. However, on April 26 2209, the scientific community suffered a great loss with the death of Zarina Vasilyeva. The inventor of FTL travel was dead.



Akshara Venktaesan was chosen as her successor.



Science marched on. Remains of an ancient civilization were found on Procyon IVa. The discovery caused a stir in the scientific community, as this confirmed that there had been at one time aliens capable of space travel. Their robotic nature and crusade against organics was a point of intense discussion as the scientists searched for more artifacts.




Meanwhile, there was something sinister brewing on Elysium. The Unionists spread rumors that the other two parties wanted to integrate the Derokem civilization into the Federation. In the eyes of the colonists, Elysium was too beautiful to share with "xeno scum". The seeds were planted for a growing debate on aliens and their place in the galaxy. It was a debate which would only grow as the years went on.



As the 21st Assembly drew to a close, the Statists elected a new leader to lead them into the next election. Brittney Goldstein was a trusted cabinet minister of Robertson's and displayed great talent at such a young age. After being worn down by the events of the last 5 years, it would be up to a new generation of Statists to carry the torch forward. On January 21st of 2212, Robertson dissolved the Assembly and called an election.

Superbly detailed, the political background for game events is astonishing considering the game doesn't offer much in terms of tools or information on any possible fractures back home.
The Gaia world in Procyon is an amazing find, too! That planet's bound to play a big role in the coming years, especially with the ethics divergence.

You raise a good point about the population:seat ratio! It was something I never explained. Basically, as the Assembly was originally founded to represent nations on an international level, no one region was allowed to have more clout than the other. When the nations of earth created the Assembly, they had no idea that it would morph into a new world government. The Assembly could very well vote to change to rep by pop instead, Though I doubt it would be done by the Statists, if you check where their power base is compared to the Federalists.

I was really hoping there would be some sort of population stats in the game similar to Distant Universe, but instead we got what we got.

As to why Australia got lumped in with Asia, I got no fancy "handwave" for that one. ;)
