I immediately change my ruling party to the Belcistas and change into a democracy again. Hopefully, this will help my militancy.
Unfortunately, the reactionary party is elected, switching me back into a Presidential Dictatorship! And with 50 less prestige, to boot!
(In the meantime, this nasty event fired--half my army was destroyed! I was forced to change one of my POPs into a soldier simply to reinforce my forces)
The upshot of all of this is that my political situation is just...
bizarre.
I set my ruling party to the Belcistas again. I might as well, since I can at least promote more of my POPs now.
All of this makes my population go nuts, of course. I though 1860 to 1865 was bad, but this is 10 times worse.
Eventually, I bite the bullet and pass good healthcare reforms. This, in combination with political reform, causes the militancy of my poorer POPs to drop rapidly.
All the rebel suppression I did made the population drop by almost 400,000--almost 10% of my entire population!
Luckily, by late 1869 a slim majority of my population is liberal. Unluckily, their vote is divided between two parties. Hopefully, my militancy will drop enough by the time the next election happens that someone
other than the reactionaries or anarcho-liberals wins.
And it looks like that election will happen in late 1870.
(Also--when the interface says MIL or CON are changing by +.x or whatever, does that mean per day, per month, or what? I looked at the manual and the wiki, and couldn't find anything)
