How do you do that decision? I may have messed it up since I made Texas independent and gave most of the southwest to California (I especially messed up with California they're a GP now)
You need to own all of your existing cores to even see it IIRC, so releasing California is probably what stuffed things up for you. (Does releasing states remove your cores on those states? I'm pretty sure that signing the Treaty of Guadalupe Hidalgo removes all Mexican cores on US territory.)
Yes, I feel like somebody went overboard with War Exhaustion at some point, here. Infamy gives you War Exhaustion, every single occupied or blockaded home province gives you War Exhaustion, and there's no way to get rid of it, except via event late game. Honestly, I think it's in there to act as a cap to how long you can be at war, but it's ridiculous if it takes you a while to follow through on a Conquest CB. Absolutely ridiculous.yeah it's pretty ridiculous the confederate can't field even one regiment ...

Worth, though, considering how much land that is. What frustrates me is that the Americans get their cores for free, while Mexico has to fight tooth and nail for them.Removes all American cores and gives them -50 prestige, gives you all cores.

Awesome, I'll have to try it out.The Concert of Europe submod is both a WIP and done. By that I mean that they are constantly adding new features, lots of great ideas. But at the same time every new version is rather complete and playable.
