I hope the Central and some South America countries spamming useless obsolete interceptors has been stopped.
While I am not that familiar with most of South America, I greatly enjoy when any minor has at least a couple decent leaders for each service branch. Having a bunch of navy leaders all with zero skill and one Grand Marshall with skill 3 hardly encourages creative use of their fleets. And if country has subs, it should have at least one skill 1 SeaWolf guy.
The other thing that greatly deteriorates the game generally are the many leaders without pictures. I recommend simply removing them all to improve game. If a leader shortage exists, much better there is no named leader than a leader lacking picture, IMO. Sadly, some of the very best leaders some countries have lack a picture. That is annoying, and should get fixed by changing leader to one with picture.
