My guess, building off the general influences and feel of Stellaris? The shroud seems to take clear influence from Warhammer 40K's Warp, as near everyone's noticed, but I'd wager it's relatively more tame. If it was full as bad as the Warp, after all, nobody'd stick their nose in it for more than one game; there's gotta be something to make sniffing around a realm with hungry whispering things worth it for even say, an adorable Pacifist/Spiritualist/Egalitarian space hippie.
I imagine the difference between investigating the Shroud and getting involved in 40K's warp will be the difference between a exploring a wild jungle, and jumping into an erupting volcano. Neither is especially safe, but one of them could prove beneficial with proper preperation and a risk tolerance; the other is more or less suicidal, and a painful form of suicide at that.
