Is there any particular reason why the second Galician idea, "Galicia la Bella" is written in Catalan?

It would make far more sense to be written in Galician, which would be "Galiza a Fermosa", or just in plain English, "Galicia the Beautiful".

Or better still, perhaps name it something more historical and less subjective and vague, I don't see how "being beautiful" would give you +20% Fort Defense.
Galicia was the homeland of the Castro Culture (Literally meaning "Culture of the Hill-Forts") so its not like it's hard to come up with a logical name for a +20% fort defense idea.

It really seems like whoever made these national ideas set didn't bother doing any research, just slapped some bonuses that felt right and named them something that "sounded vaguely Spanish but not really Spanish".

I think that the title is 'Galicia the Beautiful' as the beautiful hills are great for fortifying and inspire the people to protect their beautiful lands.
