I'm going to be honest, if any European power is ahead of Great Britain in 1836 and it isn't caused by player interaction, something has gone wrong.
In 1836, the major powers of the world were all in Europe. China was in decline and the USA hadn't begun it's rise yet. France was in it's unstable "July Monarchy" even if it was the time period they went after Algeria and Russia only really began it's true ascent following the 1848 revolutions harming all the other powers in Europe. Austria, for all that it was just ending a period of being the dominant power in Europe, was only the dominant power in Europe.
Britain was the only power to have anything like a global reach during the time period and oddly one of the only major powers of the time to properly industrialise. Russia and Austria-Hungary can be counted alongside Spain for countries that performed a rapid industrialisation in the 20th century. Although at least with Spain they had the sense to industrialise a decent part of their country in the 1800s.
France and Germany, while they did Industrrialise properly. were not really major powers in 1836 when compared to Austria, Britain, Russia or even the Ottomans. The French were unstable and untrusted due to Napoleon and had very little reach and Germany had a good few years to go before becoming Germany rather than Prussia.
