The number in the top left most probably shows the country ranking in the world, but most surprisingly Great Britain seems to not be the most powerful great power in 1836. Similarily, Qing China is ranked 77 and the Ottoman Empire is at rank 8. Which might be the most powerful great power in 1836? Could it be USA, even before it has industrialized? In Victoria 2 they are #6 in 1836, and France, Prussia and Russia are #2, #3 and #4 respectively.
I think number 1 is France. In Victoria II, at the start of a game it is very common that France is the First Great Power.

I'm going to be honest, if any European power is ahead of Great Britain in 1836 and it isn't caused by player interaction, something has gone wrong.

In 1836, the major powers of the world were all in Europe. China was in decline and the USA hadn't begun it's rise yet. France was in it's unstable "July Monarchy" even if it was the time period they went after Algeria and Russia only really began it's true ascent following the 1848 revolutions harming all the other powers in Europe. Austria, for all that it was just ending a period of being the dominant power in Europe, was only the dominant power in Europe.

Britain was the only power to have anything like a global reach during the time period and oddly one of the only major powers of the time to properly industrialise. Russia and Austria-Hungary can be counted alongside Spain for countries that performed a rapid industrialisation in the 20th century. Although at least with Spain they had the sense to industrialise a decent part of their country in the 1800s.

France and Germany, while they did Industrrialise properly. were not really major powers in 1836 when compared to Austria, Britain, Russia or even the Ottomans. The French were unstable and untrusted due to Napoleon and had very little reach and Germany had a good few years to go before becoming Germany rather than Prussia.

Russia would be historically accurate as it was "european policeman" of that time and main protector of the Vienna System and also main power of Holy Alliance. Next Crimean war came, which underdeveloped Russia lost with much of influence...

Apparently yes and no, here is a quote from a reviewer 'There are no culture groups, but cultures have traits like Heritage traits and Linguistic traits, and your laws will look at how alike or different those are to your main culture. So someone from England will be less discriminated against in American society. Someone from a different part of Europe will face some more discrimination than the Englishman but not too much. Someone from Africa or Asia will face a lot of discrimination.'

Oh hell, I can already hear all of social media throwing a fit.

Anything like that in the modern era and somebody will disapprove of how you handle it no matter how you handle it, throw a fit and get attention.

Cultures have been confirmed by a journalist who saw an alpha version:

Every nation has a primary culture and state religion, with varying levels of acceptance for other religions and cultures based on your laws. Non-accepted POPs are paid lower wages (so have a lower Standard of Living) and are more likely to radicalize.

Oh well then it pretty much has to be Russia. Though that doesn't seem right either.

China started falling apart in the late 1700s. Population growth was outpacing food production which naturally was causing unrest and weakening government control and Europe had surpassed it far enough that it really couldn't do much when they wanted to force issues. The First Opium War was in 1839.

The best way I can put it is that they lost a series of wars against weaker powers starting in the mid-1700s and pretty much from that point onwards they entered a downwards spiral with near constant difficult to suppress revolts and pretty much everybody else sensing weakness.

To be honest, China should probably be lower. For every victory, for every success in the 1800s, they had 5 defeats, 5 failures.
