I don't know, I can see it being interpreted both ways, but I'm with Prussian on this one.

Even TRO 3025 says the PPC was on the turret-like portion of the mech, inferring that it could swivel its PPC even though it's technically on the RT.

Abstracting the turret swinging left and right into BattleTech’s Torso Twist was not a far reach for us. And I still recall the case made by one of our crew to have the Goliath’s Turret Fire into his rear arc. It was convincing and we let him do it. : ) but that was not such a big deal, back in the old days (pre-BATTLETECH) many of my favorite Mechs had rear facing weapons.

Set up behind a larger hill, ridge, or building, or in a forest or neighborhood, then pop up to fire. Duck back down to be completely protected, and then scuttle to the side to pop up in an unexpected spot without ever being exposed to enemy fire. All of those enemy mechs are stomping around taller than most of the cover and generally exposed, while Mr. Scorpion stays low and unseen.

Granted, any 3025 mech would still be likely to climb on its back and and rip hunks off, but as long-range support mechs these things would be really tough, especially if the pointless SRM were replaced with an LRM rack.

And there's my epiphany. My wife doesn't want to discuss it for some reason, so I thought I'd share it here.
This takes Hull Defilade to a whole new level! : )
I’d served in an Armor unit and having a Mech take advantage of such a Tanker tactic would be a real twist on standard BattleTech Mech tactics.
