So I was playing a game that got to the 2300s and I hadn't yet met the Caravaneers. I'd found their home system but since that doesn't spawn a project to meet them, I could not interact with them. I figured I'd wait for their fleet to contact me. Later on, my fleet is approaching Leviathan killer status so I go to take out the Enigmatic Fortress. While I'm waiting for my fleet, some science vessels arrive first and that's when I see the Caravaneer fleets. The reason they hadn't reached me is they repeatedly spawned and then suicided themselves against the fortress. It was just an endless stream of death. Just maybe, Caravaneers should mark systems with hostile forces like Leviathans or large collections of mining bots as off limits.
