re: raising OE and Russia to Latin.
Morocco has the manpower to fight OE. I don't have the manpower to fight Russia. Giving Russia Latin puts me in a rather unfortunate position.

I am glad you are impressed with my manpower, it prevents you from jumping at me, I guess
However, you ought to consider a few things:
- Sweden has more than twice the income of Russia. I expect this difference to increase significantly too. This means Sweden can raise quite a few merchants more in war time, not to mention her techs increase more rapidly.
- The Swedish tech and dp sliders are formidable, Sweden already has infra 5 and governors everwhere. Russia will only reach infra 4 in 1600, despite full investment in infra since ancient times.
- The swedish tech will give her a CRT on Russia, or Russia has to give up investment for infra 5. None of these two options please me.
- The Swedish morale is superior to the Russian.
- Sweden will have naval supremacy, makes it possible for her to escape troops per ships and supply new soldiers to the front, while Russia has to march everything. Not to mention it will be hard for Russia to fight a war in the coastal provinces.
- Sweden will get historical super leaders.
- Sweden will get events to boost her manpower, you already said you would edit these to maximise the effect.
- Land 5 means a traditional advantage of Russia, cheap troops, has been gone.
Sure, Russia has manpower, but it's the only advantage she has. Sweden has all the other advantages, more cash, naval supremacy, better techs, better events, better leaders.
If Russia would get latin tech, it will in practice only mean Russia can get an increase in economical techs, while preventing that her opponents get a CRT. Or at least I hope this. It won't mean Russia will get ahead of Sweden in tech.
Don't forget that Russia has already spend the whole campaign at orthodox, starting with the lowest infra and trade of the game.
To sum it up: I don't think Sweden will lose much of her advantage over Russia, would Russia get latin tech.
