But it can.

There are things you can't do in EU3 (country based events, monarch lines, flavour ... :) ) that can be done in EU2. And while some things are hard to do in EU2, they are not impossible, it's more a matter of careful coding.

We can 'create' a new religion, it would just have the name and stats of one of the existing religions, there would need to be careful notes for the player and lots of events to ensure against flase conversion etc etc.

So, if we really wanted to include Judaism as a province religion, it is possible.

Yeah, that's true. I actually thought about it, but my only problem with it is that it isn't as much fun. However, when compared to less fun than not as much fun, it is a good idea. Perhaps a different culture in place? I mean, a region which has adopted a highly innovative religion suddenly has a lot less in common with the culture it branched off from when it had its reformation.

Nice idea of using a distinct culture to reinforce the idea of religious difference. I wish the provinceculture trigger worked, because this could help with coding of "Jewish Only" events, but flags can work almost as well.

I know see two distinct issues for the orthodox churches. In the north, a Finland that confronts the church vrs state issue and in the south the emergence of a Jewish-influenced orthodoxy.

That's a good idea, but the problem I have with dividing it up into three pieces is that the Orthodox world is really small compared to the world of the catholics and muslims. While I don't have a problem with the potential for one religion to be eliminated entirely from play in the course of the game--it has happened before in the christian world, though not really in EU time--it just strikes me as kinda wierd. At least all the Catholic-based reformed religions spread themselves across the world somehow [Catholics, Lutherans, Anglicans, Calvinists, Mormons, etc], but the Orthodox nations, outside of Siberia, aren't really close to colonizable land. And yes, they could go through the mediterranean, but pirates would have been a real problem for any ship full of colonists in the mediterranean, far worse than in the atlantic.

Of course, for Byzantium perhaps there is the red sea and the persian gulf, if they try really hard...
