Once the developers get the answer, could you tell us what actually happened with the PROC? Was it resurrected by some script? Where did they get their military? And I guess: What on earth made them think it is a good idea to declare war on ROC? Did the AI only take into account the ROC military power and not take into account the parent country of Japan?

My guess would be that because Nat China was no longer at war with Japan and it still owned Communist China's cores, the event to start the Communist Revolution fired and the event didn't check if Nat China was independent.
