The Re-Reconquisita - Question

So ... I'm taking a rather different approach to what I've read most people attempt when trying to reconquer Al Andalus.

Question : Do I need to be Granada and have the Andalusion culture when reconquering to get the achievement?

It's 1510 I am fully westernized and a part of the HRE. I'm considering to culture shift, form another country, then the HRE and then take on Spain. Now the real question is if I would get the achievement this way or not. Oh yes, I am also catholic, as it is a basic requirement to join the HRE.

According to the code yes, you need to be Granada, but no, you don't need Andalusian culture. And regardless of the need to be Granada, there's a bug in the current version that breaks ironman saves if you change your tag, i.e. form another country.

If I remember correctly the HRE members get a big penalty for electing you or for approving reforms if your culture is not german? Which cultures are part of that group that don't get a malus? I couldn't find it.
