Infantry currently take extra damage on the move, simulating soldier being more exposed while moving. An exception being that an infantry squad fallback back seems to gain defensive bonus.
The problem is Incendiary follows the same rule. If you have a squad in DOT but not currently suppressed, you will gain extra damage trying to get out of the DOT.
This make incendiary damage a lot more powerful than it should be, since infantry would often get caught in the situation where it will get wiped if it stay in the flame and get wiped if it try to move out of the flame.
Infantry moving in flame should not take extra damage.
