The problem is in Europe Universalis 4. Relations with countries minus 1000 and below. Who knows how to fix this bug?

Initially, when launching the game for Byzantium, relations with some countries are below 1000. For example, the Ottomans, Epirus, Naples, etc. But in Manual descripted about minimum relations minus 200 but not minus 1000 and below! After the war - no matter defensive, offensive (if there is a legitimate reason) relations fall below 2000 and even below 4000. And not only with enemies but also with most countries and even allies involved in the war! What kind of idiocy is in the game? Previously played in 2014, now launched again. In 2014, I don't remember such nonsense in the game. How can I fix this bug? Play is impossible in fact. Why then in the game is such a simple diplomacy provided if everything is leveled by this stupid God? If this is a bug, of course.

is this normal for the game? is this a bug? but in this case, it is impossible to improve the relationship with -2000 to positive values even in a hundred years. The point is to play if all countries just hate it and relations with them will never improve.

Looks all greece to me. Also yes, it is normal and intentional that some nations have a -1000 modifier to accepting certain proposals - for example, no rival will ever ally you (because they hate your guts!) and noone with >100 developement will ever become your subject willingly (because they think they are strong!).

You highlighted the option "send condottiere" where you rent some troops to a nation. -1000 modifiers exist so that the AI won't accept the offer. They are necessary so that the diplomatic game can work. For example, if there wasn't a -1000 modifier for selling the AI ships that they don't want, the player could abuse the AI by selling a bunch of ships that neither them nor the AI want while still making a ton of money.

Generally, -1000 modifiers are rare.

Cyrillic is almost based on Byzantine Greek so... :)

The usual negative modifiers for renting condottieres: rival, army size, diplomatic stance, etc.

-1000 is usually for balance reason : if someone is hostile to you, it'll get a -1000 reasons for alliance or buying stuff from you. Same goes if someone is your rival
