I think resolutions would take immediate effect, though obviously there would be a period of time allowed for them to be enacted. Countries have already voted for them by sending their representatives and joining in the first place ((See EU legislation today)). Remember, they would not be pertaining to individual countries individual laws, but to international events (though in cases of abuses of human rights etc that would be different).

I could possibly support the creation of this institute, but I do not want America being a member, rather than an observer that can make some suggestions; with that, our foreign policy remains our own, and we do not have to provide any monetary or military support if we disagree with a course of action.

It is for such feebleness in foreign policy, Mister Jarvis, that I left my old party in the first place.

Observation is the half-way house of international diplomacy; we are buffeted by events, but we are unable to act against them. The Great War did not appear without warning. The omens had been evident as early as the end of the French Empire. At any time, a firm commitment to the cause of peace would have deterred the aggressor nations from action and preserved our people from war. Russia could have been defeated in 1911, not 1916, and without a shot being fired; Germany could have been halted at the Rhine in 1877. But we equivocated and we quarrelled. The result was a war that swallowed up thousands of our countrymen - victims of the failure of politicians.

Moreover, how can we declare the creation of the League of Nations while refusing to be a party to it? How can we demand that the nations of the world submit to a covenant that we ourselves cannot comply with? How will the League have any power to act when its strongest - and sole - advocate refuses to take the helm? You propose to neuter this great project before it has even been conceived. Without the backing of these United States, the League will founder on the rocks of scorn and self-interest. The imperial powers are not swayed by sentiment; they will dismiss our terms without pause if we do not stand behind them. If we allow the League to be set adrift, then the Great War shall serve as a mere precursor to a thousand conflicts, each more bloody and brutal than their predecessors.

We have an invaluable chance to secure peace for our time: to preside over a century of stability and security, enforced by common consensus in the community of nations. Let us not squander this great opportunity in recourse to the antiquated notions of isolation that have hamstrung our foreign policy since the days of John Adams. So long as the Federal Party offers the best hope for perpetual peace, I will continue to vote for the Federal candidate and serve in a Federal administration.

Indeed, the Great War did not appear without warning. Every step of the way, we were involved in causing it; from supplying Germany and Austria, to isolating France, to joining the Commonwealth, to alienating Chile, and countless other things. In 1877, we were firm supporters of the Reich, and despised France thoroughly... except, of course, my grandfather, who said we should not be involved in nation building.

If we join the League, will it stand strong and proud? Or will it fall because of our hubris, our biases, and for countless other reasons (as I have said many times, we were supporters of Germany before 1912). My League of European States could stand just fine without American involvement, but if it fell, then why is it our concern? We should not get involved in the affairs of Europe so lightly! If we get attacked, then I see a good reason to go to war, but in 1916, we were neither attacked, nor under the risk of being attacked. The Federals declared war, and killed millions, with the Republicans fighting every step of the way, always trying to support peace, at least for America.
