Hayden had the first female cabinet member, as I was Secretary of Industry then. No doubt the assassination and other events of the time made such small details slip from your memory. Although you're still technically correct about "with female members".

Harrison (2nd Term): Empire of Liberty

James Harrison was elected in one of the most spectacular landslides in American history. He swept through New England and the West with the support of Federals, Democrats and American Conservatives alike. Harrison’s belief in the Manifest Destiny of the United States reflected the mindset of many Americans. They were a generation who saw their nation’s economy skyrocket past Europe and remembered their fathers tales of how America won the West, first from Mexico and then from the Wilderness itself.
Older men, Union veterans of the Civil War voted almost unanimously for the man who had become the shining symbol of the hopes and achievements of the generation that had seen the nation through its worst crisis [1]. The phenomenon was almost exactly as strong in the South, where veterans latched onto a man who had gone through the same hellish war as they did. The final blow was Harrison’s “American Century” rhetoric. Manifest Destiny had been a regional aspiration, to control land in the Americas, but the American Century was a dream of a global “Empire of Liberty and Justice for All”, and Americans, giddy with success, loved it.

Riding high on his landslide, Harrison pushed through the creation of the Department of Volunteers, to oversee the various State Volunteer Services. He met slight resistance in his next act, the appropriation of more than $100 million for the creation of SVSs, the expansion of the Armed Forces, and intensive research into the combat applications of aircraft. The main resistance came from the ACP, who opposed such funds on the basis that the federal budget was heading dangerously close to a deficit for the first time since the Civil War. Harrison brushed it off with a unanimous Federal-Democratic aye and more rhetoric about the Empire of Liberty requiring arms to enforce its message.
It did not disguise the fact that the funds Harrison appropriated for the Empire of Liberty did indeed cause the Federal Government to make an almost continuous loss after April 1901. The astounding growth of the American economy however, would allow tax revenues to increase enough for the budget to return to a large surplus in May 1904. Before this happened, the ACP gained their only true victory against Harrison in August 1902, when Congress voted to reduce the government subsidies to industry by 10%.
This was a small, but psychologically significant victory for the ACP, as it meant that they had managed to hold their own in a time in Congressional Politics that would later be defined as both the “Golden Age of the Federal Party” and “Harrison’s Congress”. In the first two years of is presidency, Harrison pushed through bills with sheer force of character and a strong supporter base in the Federal and Democratic Parties. After the mid-term elections of 1903, the Federal Party held more seats in Congress than at any time before or since with 48 out of 100 Senate Seats and 203 out of 435 seats in the House.

Education and Healthcare were first on Harrison’s list of public services once the SVS was a nationwide institution [3]. Educational reform passed with flying colors, supported almost unanimously by the Senate and House. The intent of increasing efficiency appealed to the Democrats, as it almost invariably required the government to act in public education, and the idea of allowing public school systems to act more like private enterprises appealed to the ACP. In healthcare, this second intent made for the curious situation in which the Senator who campaigned most ferociously for Harrison’s reform was an American Conservative.
Henry Hill shaped healthcare reform perhaps even more than Harrison himself. His solution was to have public healthcare essentially become a heavily subsidized private enterprise. This however, caused the failure of the American Healthcare Efficiency Act of 1902, when the Democrats and many Federals voted against what was deemed to be “a reversal of Cameron’s original intent”. Hill was thus forced to give up his more audacious plans, but eventually the Healthcare Reform Act of 1904 passed, reducing red tape and cutting unnecessary healthcare spending.
During Harrison’s second term, the economy took its last steps out of the recession, shaking any lingering memory of the downturn. A burgeoning automobile industry sprung up in the South and Mid-West with the creation of Davis Motor Company, and its Michigan equivalent, Ford. It was in these heralds of 20th century transport that possibly the greatest contribution of the United States to labor productivity was born; the Assembly Line.

Davis and Ford ruthlessly drove the assembly line forward in their land-grab for the American automobile market that lasted half a century and created the American giants that manufacture half of the world’s cars. Companies such as Chrysler and General Motors were among the thousands to adopt the assembly line once Ford proved it could work, and Davis proved it worked better than any other method. The “great assembly” soon stretched into every possible type of manufacture.
The assembly line was undoubtedly a factor in the 28% growth the American economy experienced between 1901 and 1905. In the midst of this prosperity, and with full congressional support because of it, Harrison reorganized the FBI in August 1902. The organization, which had been mangled by the zigzagging of previous administrations, was in 1901 an inefficient mix of state and federal authority. An FBI agent might pursue a fugitive from New York to Pennsylvania, but not into New Jersey due to the local FBI office refusing to allow servicemen from other offices to pursue into the state.
Harrison appointed Anderson Savage as head of the FBI. Savage had served as one of Harrison’s lieutenants in the Rough Riders, and was more than experienced in “the doctrine of discipline”. Savage and Harrison turned the FBI into a definitively Federal Service, with local offices being stripped of the “illusion of jurisdiction”. The restructuring of the local offices also saw so much cutting of inefficient or unnecessary posts that, even though Harrison appropriated a mass of funds for the FBI’s expansion, the Bureau was down to 7,000 employees nationwide, from 12,000 in 1901.

Harrison’s most lauded political achievement however, was simply a matter of formality. The Women’s Voting Act of 1847 had over time become to be seen as a de facto constitutional amendment securing women’s suffrage. However, the infamous permission clause still bothered many, and the legally flimsier nature of the document when put against the constitution alarmed many women’s rights activists. Harrison had gained the women’s vote in 1901 by promising to make the de facto amendment de jure, removing the Permission Clause.
Had the Permission Clause still been more than a mere formality, the 16th Amendment might have faced opposition in Congress. Most Americans however had by 1903 adopted a tradition by which the signing of the “Vote Note” was less an actual request to vote, and more a rite of passage for women. Coupled with the tireless campaigning of Secretaries Hayden-Vallejo and Vallejo, both women, the Amendment sailed through Congress, although the Vote Note remains in the form of a small letter handed by parents to daughters upon reaching voting age.
When the first Nobel Prizes were awarded in 1901, all four went to Europeans. The next year, the Prizes for Physics and Literature went to the Empire of Liberty. In January of that same year, Columbus Armstrong’s expedition returned from the North Pole, where they had become the first men to plant their nation’s flag at the top of the Earth. Pictures of the Stars and Stripes flying in the northern wastes made their way across the world in weeks. One month after the expedition’s return, the United States was picked to host the Third Olympic Games.

Harrison’s promise of an Empire of Liberty however, rested heaviest on foreign policy. In this Harrison was both lucky and audacious, as in all other matters of his life. His first act on the front of international relations was to initiate a campaign in the Commonwealth to expedite Britain’s sluggish organization of Canadian and Australian independence.
The British had long been dragging their heels on the issue, and American presidents had long been distancing themselves from the Commonwealth. To many on both sides of the Atlantic, the organization was a relic of a bygone age, created in a moment of unrealistic idealism, and unsuited to modern life. To Harrison, and Americans grasped by the Empire of Liberty, the Commonwealth became a symbol of American influence in Europe in the early 1900s.
Harrison knew that he could not use the Commonwealth as a platform for mediating Europe unless he could prove that the organization could still bring the world’s two biggest players together for a common cause. He caught the attention of the British with his Canada-Australia campaign, and then brought forth a proposition more in line with his hopes for a reassertion of Commonwealth power; the Commonwealth High Seas Trade Act of 1902.
The CHSTA was aimed at creating a joint Anglo-American protection for trade in the world’s oceans. The Royal Navy and US Navy would act together to prevent military actions against trading vessels in wartime. The British, having the largest Merchant Navy in the world, were more than happy to have the US Navy protect their ships now that it was the largest in the world [6]. In return for this extra protection, the UK began organizing a Canadian and Australian plebiscite for July 4th 1907.

The resumption of the Commonwealth as a possible factor in international politics was worrying to all but Britain and the US, but more so for Chile and the UPCA. The president’s rhetoric of an Empire of Liberty had been viewed as a slightly more bombastic version of the half-way there containment policies of previous US presidents, but the CHSTA seemed a direct threat as it would keep the US Navy in a constant state of readiness.
The UPCA and Chile decided to react by co-operating more closely with each other. The Treaty of Santiago was essentially an agreement to military alliance, and a dividing of the lands south of the United States into the spheres of Chile and the UPCA. Harrison reacted by opening talks with all US-friendly nations in South America and demanding they kick out the ambassadors of both Chile and the UPCA for “conspiring against the stability of the Americas”.
Colombia, Argentina, Uruguay, Paraguay and Bolivia complied immediately. This enraged the “Santiago Pact”, and they began to restrict trade with the United States. In June 1903, they began harassing Colombian trade around the Panama Canal, and in the process all trade that passed through the Canal. In response, Harrison sent the US 6th Fleet to the Canal, and demanded the British send the Jamaica Squadron to aid them under the terms of the CHSTA.
The British complied despite the stretching of the Act’s terms, since the uncertainty in the Panama Canal area was harming trade revenues around the world. The 6th Fleet and Jamaica Squadron arrived in the Canal on July 3rd 1903. They began to actively patrol the area, and the Santiago Pact ships backed down for the most part. On August 13th however, the USS Bridgeworthy was escorting a ship off the Colombian Coast when 3 UPCA light cruisers and two Chilean battleships stumbled onto the scene, having mistakenly deduced that there was no threat.

The Bridgeworthy engaged the Santiago Fleet and sunk a battleship and two light cruisers with minimal damage to itself, apart from a relatively minor explosion that disabled two guns. The incident forced the Santiago Pact to either admit it had been engaging in acts of war, and thus effectively declare it on the United States, or deny responsibility and pull its ships from the Canal Zone. It elected to take the latter option, and Harrison won a major victory for the Empire of Liberty.
The humiliation of the Santiago Pact caused a wave of reaction in Europe that would have been impossible without the sudden assertiveness of the United States. The Germans, Austrians and Russians performed one of the most amazing feats of political gymnastics in the history of the continent to face the threat of the Empire of Liberty deciding to expand its wants across the Atlantic.
Kaiser Wilhelm, Emperor Franz Joseph and Czar Nicholas knew that their systems of government were least likely to be seen by the Empire of Liberty as conforming to its view of global “Liberty and Justice”, which essentially meant democracy. In a pre-emptive bid to deter American Democracy from crossing the Atlantic on the wings of the US Armed Forces and into their lands, the three Emperors signed the Tripartite Pact in April 1904.
The Pact created an alliance bloc stretching from the Rhineland in the West, to the Adriatic in the South, and from there all the way to Komsomolsk in the East. Nations that had two years earlier seemed on the brink of an endless back-and-forth war were now united in their bid for security. The French were of course, distraught when they realized that the rest of the continent, which they had so long relied on to be hostile to each other, was now seemingly friendly. Unable and unwilling to join the Germans, the French began to curry favor with Britain and the Ottomans, who felt equally threatened by their two staunchest enemies becoming allies.

For most Americans at the end of Harrison’s time in office, the Empire of Liberty was the way forward, but there was now a significant minority growing. One that believed the United States should pull back from the “debased imperialism and squashing of freedom, and in the name of liberty to boot”. Thus it seemed like the old argument of whether the United States was meant to be an Empire of Liberty in the truest sense of the word, or more a Beacon of Liberty.

[1] – Harrison was the only president to serve as an enlisted man in the Civil War.

[2] – The ERSA was designed to cut down significantly on “red tape” by cutting out numerous “middle-man forms” that cluttered up state offices, and defining a federal standard for the rights of the public schools in regards to treatment of students. The Educational Reform Act of 1904, or ERA, mandated a review by states every five years of the system, or systems, they used in their schools. The result of this was that by 1911, many states had managed to end up with their own systems, which were in turn adopted by other states, including the New York and Virginia Systems.

[3] – Hawaii created its SVS as the last state to do so in 1904.

[4] – Savage eventually became known as the “Father of the Bureau” for his role in shaping the FBI into its modern shape. His exceptionally long time in office, compared to his predecessors, also meant that he became for many the first true Director the FBI ever had.

[5] – Conrad was among the first immigrants to gain citizenship after the Naturalization Act of 1901, which followed through on Harrison’s promise to streamline the process.

[6] – The US Navy surpassed the Royal Navy in ships and personnel in 1887, during the expansion of the navy under Vallejo.

[7] – American newspapers would, ironically, soon adopt the image as a potent symbol of the Empire of Liberty.

I, George Walsh, will be running for the Democratic ticket under the same policies I fought for in the last. A couple of years ago, there was outrage at the very suggestion that shareholders should not be allowed to earn more than three times as much as their workers. Well, this is what I say to the rich men in smoke-filled rooms who were shocked at the very idea at that bill. Find me a shareholder who works three times as hard as his workers.

I Jimmy Nightmore will once again run for the Democrats. I know it starts to get old, seeing me and Walsh running every four years. I don't know about George, but I still have the energy for one more race. The Democratic Party is the Party of the Workers and the rights of the Workers need protection. Thus we must rally once again to remind America that shameless Capitalism is disastrous, and that the Working Class will never agree to being oppressed again. We must fight and keep fighting. Right now there's a threat of a war in Europe. We must avoid to get involved. We can't allow the Economic Criminals to use a war to send our sons to battle, only to weaken the Working Classes.

Vote Nightmore for Worker's Rights, Progress and Peace!

Harrisons terms in presidency as shown American that the Federal nation of freedom is the greatest tool for expanding our interests abroad. He has brought increased prosperity in managing the relations between workers and industrialists, and has asserted the US as a global powerhouse. We must continue these strategies. We must continue to extend the wings of liberty across the Americas, across the Pacific, and across the Atlantic. We must free nations under the oppressive control of colonial rule and provide them representative Democracies. We will bring all countries of freedom into our sphere of loving embrace and excel!

The tripartite pack only proves the necessity for us to extend our interests into other nations of free Democracy, to extend Democracy, and to ensure economic stability in the New World. Likewise, we should attempt to warm relations to prevent the formation of a block against the freedom we espouse.

The citizens of the USA deserves a government which will expand the interests of us, and the free loving democracies, around the world.

And if I may be so bold, the citizens deserve the continued expansion of policies of Harrison, which I will continue to espouse.

A World of Freedom, and America for the American people!

INTERNATIONAL AFFAIRS
The successes of the Harrison administration regarding Foreign Policy were the push towards Canadian and Australian plebiscite. A Democratic government will look forward to these events in 1908 with great anticipation and will both before, during, and after expend the bulk of our political capital and state department resources in bringing these two nations into a common market, common defense, and most of all; a New Commonwealth.

At every juncture until the recent, pointless posturing with the UPCA, the British Empire has failed to allow the United States to enter new nations into the Commonwealth. And yet this Commonwealth is going to get us into a probable war with the Triple Alliance of grim old European dictatorships at some juncture in the near future! I say this Commonwealth is more trouble than it is worth. After expending our political energies to influence Canada and Australia towards independence in their 1908 plebiscites, we should split with Great Britain and form a New Commonwealth, with a new name when convenient; beginning with the US, Canada, Cuba, Australia, and the Philippines if those nations are willing. No longer will we have Britain keeping potential members out of our alliance: in the New Commonwealth willing nations of a democratic character shall be able to join and work together in peace and harmony.

This means an end to debased imperialism and the formation of a New Commonwealth that truly will be not just a beacon, not an empire, but a Shield of Liberty!

The Shield of Liberty will protect democracies in the New World and the Pacific and will stay out of the affairs and bloodshed of the miserable European empires, Britain included!
