I believe these are decisions for the President to make not you Mr. Khur. Your policy pronouncements on possible war with Spain are not official policy.

I am certain our newspapers get overseas, Mr. Secretary. And I certain the Spanish were already aware of this present administrations... hostile view towards her. I doubt the Europeans are oblivious to this situation, and I agree; our involvement in a war will upset Britain and Germany for a variety of reasons.

Yes, but see you are then hurting the administration, since it would give the Spanish time to prepare their defence whilst our troops are still being fielded. But again, I am opposed to war, so I'm content with that.
Not with the diplomacy you're getting with this presidency (perhaps a new Hawk Party should be formed? The American National Party maybe?). I doubt that the American troops will be ready in a matter of weeks, especially with Secretary Khur and other members of the government opposing military buildup and mobilization.
We will not support any invasion of Spanish Cuba unless our Southern brethren decide to do so. As such, as soon as our colleagues from Texas and Georgia officially state their opinion, we will follow.
