I would urge Congress to be very careful about warmongering. Let us only intervene if we must, not just because we can.
I agree with Mr. Garrett; we shouldn't simply traipse about foreign policy, invading wantonly. We must only go to war to protect American lives, not engage in imperialism!
The two before me do not go far enough. We must not go to war at all, unless the diplomatic situation leaves us no choice. There is always another way, war will never be the answer.

I do not believe in non-intervention, I believe whole-heartidly with my Uncle's foreign policy, I just also believe war is not the final answer. War should only be used in the most extreme cases, and we have not reached that far yet with Spain and Cuba.

I am curious, then, why you support Callahan, since he is not disinclined to war with Spain ((and a lot of the 'Unity Party' seems in favour of such a war)).
Because the policies of the Republicans are outdated and will drag America into the ground, as well as other reasons that need not be brought up. I hope to be a voice of reason amongst the Unity coalition and for Mr Callahan.
I fail to see how avoiding war, which you yourself favour, is outdated. As such, Mr. Callahan, and his supporters ((lackeys)) would more than likely drown out the reasonable voices in the pursuit of conquest.
((Hence my plan hinges on the success of my proposed Secretary of State to remove that obstacle. Not really that hard as long as you do it fast. If I have my way, a far more Euro-centric Spain may become a future ally against the imperialists.))
Congress has not yet voted on a supply bill ((not sure what the american equivalent is)) for any purchase of Cuba. Nor have we any leverage but military might in convincing them to give up the rebels or their American Empire.

What 'American Empire?' The Confederates are only interested in the South, which is hardly an Empire!
Ah, but then why should we replace their empire with our own? I cannot see how invading Cuba, Puerto Rico, and possibly the Philippines is non-imperialist. I also fail to see why this paltry gourp of Confederates is such a big deal; would you hunt after them so if they had retreated to Belize (British), or Guyana (British, French, or Dutch)? Or would you still have been willing to fight a war with the British Empire, now unencumbered by Napoleon; or France, with her Spanish allies, combined against us?
We may not win (against UK, France) however, I'm certain we won't lose.
The Brits roundly beat us in 1812, and they barely had troops to spare; plus Germany is their ally! And since Spain and France are close, I doubt the French would sit idly by and let their comrade be attacked! We could very well start a world war by attacking Spain.
Yes but that was 1812. We now have the manpower and materials to defeat any nation!
I certainly doubt the British Empire, combined with Germany, would lose many wars; as for the French/Spanish coalition, we may win; however, tens, possibly, hundreds of thousands of soldiers would die, many of whom could be doctors, lawyers, diplomats, businessmen, cut short before their potential shines. Furthermore, economies would be disrupted, commerce stopped, famine, riots, rebellion, poverty, and more would ensue from such a massive war.
The British Empires troops are mostly in india. As for the Germans, maybe all them diplomatic actions will convince them not to join
That we made those diplomatic actions, covertly, while the British not only openly aided them, but allied with them, makes question that. As well, Britain has, and most likely will, hire mercenaries to supplement her own forces; combine that with British transportation and German land power, we would likely struggle for a decade, at home! A fight overseas would be impracticable, and nigh on impossible due to British naval superiority, and German organization and esprit d'corp.
