When you lay down a powerline, you need to make sure that the first one is in the light-blue area to connect to that neighborhood. You obviously need to also make sure that the very opposite end of the powerlines is also in the light-blue area. Otherwise that entire length of powerlines will show as inactive. Double-check this in your city.

You say "I could chuck any building down that makes power and it wont work," but that is not true. In your own video, when you constructed a wind turbine, it did help some of the structures (growables) next to it. It's just that the single wind turbine wasn't producing enough power to support that entire isolated neighborhood.
thank you so much everyone im so sorry you had to deal with a noob but i know what im doing wrong now

AvengeHorizon,
Maybe you will better understand how power works in Cities Skylines, if you read this section in Wiki.
This game has it's own Wiki website, and it is quite extensive. Use it when you get into a problem in the future, because it may save you time and headaches.

Here is the link that goes directly to the "Power" section in Wiki ...

now i have the same problem i came here about

You're still not paying attention. Tell me, where are the power lines connecting these wind turbines to the rest of the city?

urm i dunno

Exactly. There's your first clue, Sherlock. BTW, your traffic is an absolute God-awful nightmare. 19'000 citizens with a traffic flow of 52%? That's terrible! You only have one entrance and two exits to your highway, so obviously cars are going to get stuck in those bottlenecks. It seems you don't even know how highway ramps work. You really need to learn the basics of the game to avoid these problems. I recommend you watch ImperialJedi's tutorial series. It's a good starting point.

After playing around with your city some more, it looks like a complete failure of design. Your road infrastructure is just.... all over the place. Roads appear to have been built with no rhyme or reason to them. They're way too tight around your factories and way too thin everywhere else. Your suburbs are an endless nightmare of dead-ends that results in traffic filtering down to the only available route to cross a bridge. Your highway development is non-existent. If you had extended your highway down the length of the city and service it with ramps, vehicles would have easier access to different areas. Hell, it looks like you don't even know how to use the curve tool. It's straight roads everywhere!

Your city services are a joke. There's no public transport whatsoever, parks are few and far between, and your city education is woefully inadequate. You only have two elementary schools, no high schools and no faculties. Crime is rampant because you have too few police stations and buildings are burning down because you don't have enough fire stations. You are OBSESSED with wind turbines! They're clean, but they generate a lot of noise pollution and it appears you've placed them randomly all over the map. You need to scale up to beefier power plants as your city grows. Finally, you built your homes too close to your factories. Would you want to sleep next to a filthy chemical facility blowing fumes into the air?

Overall, I recommend you abandon this city and try again. For what it's worth, I revamped the roads so that traffic flows more smoothly. It's not perfect, but traffic flow has jumped from 52% to 93%. Here's the save file so you can study it and get a better idea of what to aim for.
