After playing around with your city some more, it looks like a complete failure of design.

Your road infrastructure is just.... all over the place. Roads appear to have been built with no rhyme or reason to them. They're way too tight around your factories and way too thin everywhere else. Your suburbs are an endless nightmare of dead-ends that results in traffic filtering down to the only available route to cross a bridge. Your highway development is non-existent. If you had extended your highway down the length of the city and service it with ramps, vehicles would have easier access to different areas. Hell, it looks like you don't even know how to use the curve tool. It's straight roads everywhere!
Your city services are a joke. There's no public transport whatsoever, parks are few and far between, and your city education is woefully inadequate. You only have two elementary schools, no high schools and no faculties. Crime is rampant because you have too few police stations and buildings are burning down because you don't have enough fire stations. You are OBSESSED with wind turbines! They're clean, but they generate a lot of noise pollution and it appears you've placed them randomly all over the map. You need to scale up to beefier power plants as your city grows. Finally, you built your homes too close to your factories. Would you want to sleep next to a filthy chemical facility blowing fumes into the air?
Overall, I recommend you abandon this city and try again. For what it's worth, I revamped the roads so that traffic flows more smoothly. It's not perfect, but traffic flow has jumped from 52% to 93%. Here's the save file so you can study it and get a better idea of what to aim for.
