due to their isolated situation they sure had much autonomy. but a king-level title just seem to much in my opinion, as a king can have ducal vassals.
that is why i though a pumped-up duke would me more fitting. that is if it is even possible to have certain dukes call them selves Exarch and others not.

Exarchs could be dukes who set their own crown laws, similar to a palatinate IRL. Marches could be implemented the same way for counts.
Just lower your CA to the lowest possible and you effectivly have Exarchs, but frankly if they ever added them they better lower you CA anyway anytime you created one because you are weakening your authority over your empire.
