due to their isolated situation they sure had much autonomy. but a king-level title just seem to much in my opinion, as a king can have ducal vassals.
that is why i though a pumped-up duke would me more fitting. that is if it is even possible to have certain dukes call them selves Exarch and others not.

In my humble opinion I think your idea of how it should work is spot on. They should be empowered dukes, not outright monarchs. In the game you can bestow titles like Despot of Armenia and King of Georgia, couldn't the Exarch of Africa be bestowed in a similar way?

I never thought of that, though I've never played with the Palatinate. So in essence they function as semi-independent Dukes?

Just lower your CA to the lowest possible and you effectivly have Exarchs, but frankly if they ever added them they better lower you CA anyway anytime you created one because you are weakening your authority over your empire.

Exarchs were still, nominally and in a de jure sense, under the authority of the Emperor in Constantinople. I would say that they would've had more decentralised powers over their respective territory and would have to go some way to forming part of their own armies, organising their own defences and so on. A maximised Imperial decentralisation that existed within a very centralised power structure, which why I'm against lowering CA, because it lowers authority across the entire realm, which doesn't ring true in this case.
