1) Since Victoria II is supposed to run till 1935 is the period of regaining independence, Versailles, and war with Soviet Russia (1918-1920) somehow augumented to let Poland form more often than not? Or is this matter left only to nationalist rebels?

Of course. Each state you free is another war goal. So you even get decide how much you want to free. The enemy can decide how much it can stomach being free.

But it is historically so. I presume it is the same with Trieste and Fiumme/Rijeka if they exist as potential states. Separatism and eventual union with Italy is an issue of Italian pops alone, while Austrian, Slovenian and Croatian seek to be part of their native nation or union tag.

I don't know what the Danziger people think of this, but the province should certainly be a Polish core -- I mean Poland (had it appeared) should want it together with the longed-for access to sea.
