Well, English does have rules, its just that there is nobody to enforce those rules (French for example has the Académie française, while spanish has about twenty or so organizations), so there is no one to officiate when those rules change.

It has evolved significantly - a speaker of Ancient Greek can converse as well with a speaker of Modern Greek as a Latin speaker can converse with an Italian speaker. A reasonable amount of similar vocab, but otherwise mutually unintelligible.
