Piracy
Any robbery or other violent action, for private ends and without authorization by public authority, committed on the seas or in the air outside the normal jurisdiction of any state. Because piracy has been regarded as an offense against the law of nations, the public vessels of any state have been permitted to seize a pirate ship, to bring it into port, to try the crew (regardless of their nationality or domicile), and, if found guilty, to punish them and to confiscate the ship.

I think about 80% (or some ridiculously high figure like that) of all piracy today happens in the seas around Indonesia and the Melaka Straits.

About piracy in Indonesian area, a good amount of shipping companies begin and end their Asia-North America voyages in Jakarta, for the reason that they want the ships to be as empty as possible due to piracy and domestic troubles in the area. Other shipers end voyages in Colombo, Sri Lanka, but since domestic troubles have shut down the port and airport five times in '01, many shippers are declining the area service, which doesn't help the economy of the area in the least.

Yup, there are even companies comprised of ex-commando types from the UK and USA who contract with shipping companies to "protect" their shipments when they pass thru the South China sea etc. It really is that bad.

Quite a lot of these pirates are contracted by the triads in Hong Kong, and given a lot of high tech equipment like GPS satellite, US-standard military equipment, and the like.

You might think it's interesting that BLACK'S LAW DICTIONARY defines piracy as:
"Those acts of robbery and depredation upon the high seas which, if committed on land, would have amounted to a felony."
The laws of the US address piracy thusly:
"Whoever, on the high seas, commits the crime of piracy as defined by the law of nations, and is afterwards brought into or found
in the United States, shall be imprisoned for life. "
