Sometimes, I really hope that they will. I'd definitely take a good regency council over suffering a 3/3/4 monarch for decades, with his heir being no better. Sure, I can't declare war but at least I'll get a chance to build up my nation - guarantees and warnings can give sufficient opportunities to expand anyway. If that doesn't work, there's usually something to colonize if I'm coastal. Might even pass a couple nice decisions as many require leader stats.
