I don't think the Papal State can peacefully change religion. I think if a Muslim nation conquers them and releases them as their vassal the Papal State will be Muslim but then the a Muslim Papal State will have to convert catholic Rome (nearly impossible for AI).Can you....Turn them into another religion?

Once annexed the Papal States spawns in a different province - that is true. However, this only will happen a few times. Once you've annexed the Papal States 2-3 times the Papal States is gone until released as vassal. For a curia controller this is the best situation because without an existing Papal States the curia controller can excommunicate any catholic country they wish to excommunicate. Furthermore, the Papal States can only spawn in catholic provinces. The Papal States spawning in non-catholic Tibet is, as far as I know, impossible.Pretty sure when you annex all their provinces another Theocracy is randomly asked (at least I think its random, could be european first) to provide them with a single province to move there. I have seen them even Tibet...And Tibet is not Catholic...
Does excommunication do anything more than give the excommunication cb to other nations? I remember it having many other effects in EU3, but the tool-tip only mentions the excommunication cb.The Papal States are shit because...
1) ... the Italian NI are much, much better
2) ... it's a theocracy (Papacy) --> no diplo-vassalzation &no PUs,
3)... its rulers are always old and die frequently
4) ... it cannot change government form
5) ... forming the Kingdom of God is silly as it disables the Papacy.

The excommunication CB decreases relations with other catholic countries by -50 and by -200 with the Papal States. Excommunication CB is very powerful because it's a 50% AE CB for: Full Annexation, Conquest of all Provinces, Claim Revocation, Core Return, Liberation of Vassals, Liberation of Countries, Monetary Reparations, Enforced Vassalge, Enforced Protectore, Concession of Defeat. This is especially good because it allows you to vassalize countries for little AE. For my third idea group, I'm considering Colonization or Expansion -but this thread (http://forum.paradoxplaza.com/forum...n-country-colonization-is-even-more-pointless) is making me think that perhaps colonization is bad strategy for The Papal States. What do you think?
