Little question, but one that's been bugging me for a while. While playing as Naples, I annexed Urbino and the Papal States with relative ease, only for the Papacy to reappear as a state in the Netherlands / north-western Germany soon after. Same thing happened when I annexed it as Austria.

Is there some sort of Total War-style mechanic at work, where the Papal State constantly respawns?

This is an annoyance, especially when Trying to convert the heathen catholics to the pure orthodoxy. What happens when there are no catholic theocracies left?
Then the job is done and the Papal States no longer exist.

in the end you will prevail... there is the Pentarchy event when rome, constantinopole, judea, aleppo and alexandria are all orthodox, and then the papacy is disabled, I don't know if it works only for byzantium or also for other orthodox nations.

also, in my last Bavarian game, after I conquered Rome the curia was disabled and no new papal state emerged. maybe there were no catholic theocracies (as a protestant HRE I converted every nation inside the HRE)

Your last sentence explains it, you converted all possible Papacy candidates and it was simply removed.
