Forming the Kingdom of God, change the Papal States to a cultural Union, such as Italy. But Italy's NI are much better than the Papal States one. The modifier should also compensate the National Ideas a bit.

The KoG decision should also not completely disable the papacy, only the Excommunications and the Crusades and the ability to invest Papal Influence to the next Papal Controller. The Papal State would thus be Papal Controller automatic and could therefore get the bonus permanently. The Catholic Countries would retain the benefits of the cardinals and the can use influence for the other actions, such as increasing the monarch’s legitimacy.

Maybe the decision should also enable the royal marriage, because of the papacy is now similar to a monarchy and the Pope wants his children to marry other monarchs (like Pope Alexander VI or Cardinal-nephews http://en.wikipedia.org/wiki/Cardinal-nephew).

I would say papal ideas are better overall. First off the TotTF is amazing for expansion. It allows you low autonomy with your conquered catholic territories, or instant decrease when you diplo annex. That is an amazing early bonus. The papal state has a lot going for its early game, which the Italian ni's don't offer.

Not to mention you start out as curia controller, so you should be able to have a really great start.
