Turkey would probably be the best non-dynastic name, but it wouldn't fit the time period.

I do dislike nations named after families (most notably Ming and the Ottomans) but it can be hard to come up with better names.

Turkey doesn't really work. It was a multinational Islamic empire with Turkish as its language. The only bar to advancement in the civil bureaucracy etc was religion. Hell, literary circles in Istanbul would actively insult "Turks". It was referred to as such in the West during the time, but definitely not any more (though it's sometimes called Turkey when discussing it in the 19th/20th centuries).

Ottoman Empire would be the best, except that what if it becomes a Republic? Or a non-Imperial government type?

"Ottomans" isn't perfect but it's the best there is.

It is not really just an historical accuracy issue, but related to the inconsistency of in-game decisions as well.
