BB is a fairly accurate in soem repsoects. 18th centuary Europe worked on a Balance of Power system where each state strived to maintian an equality. There were problems like everyone had a different definition of equality and minor states kept footing the bill to maintian equality (just ask Poland), but the idea that if you got more powerful than everyone else would make the other countries like you less is accurate for that period at least. Prior to that period there are other examples like the Grand alliance to stop Louis XIV and the the Franco-Swedish alliance to block the Hapsburgs in the 30 years war. So the idea is sound.

I do not think that it should be solely religous based. If I, as Spain, is carving out an Empire in Norht Africa, I am still going to make the folks back in Europe more nervous of me as my Empire expands.

In summary I think the BB system is basically sound, but it could always do with some tweaking.
