Played with SMEP a bit more:
--Nationalist Spain will declare victory when it beats Republican Spain, regardless of whether Euskadi or Castille exist; is this working as intended?
--When France beats Germany in a Rhineland War, it receives some nice territories, but they are not made cores; Why would France accept this kind of peace offer if it only gets 2 IC, instead of all of Germany?
--When Romania faces demands for its territory from the Soviet Union, their refusal results in them suffering the dissent from the DoW; shouldn't it be Soviets who suffer this penalty? And, after their misadventure in Finland, would the Soviets always decide on war? In addition, if the Soviets don't take Bessarabia, what grievance would Romania have against them? I would think, like Finland, they would probably be content to let others watch.
--If the Axis powers win, they essentially remain static; some more minister changes could probably be added:
#The Germans might get a choice in 1944 to Puppet Hungary; they could depose Admiral Horthy and place Ferenc Szálasi, the Fascist pro-german leader in his place. They might want a more compliant leader even if they are not losing the war.
#I wonder about Benito Mussolini's staying power also. His economic policies were not well considered, and his army performed horribly. Indeed, I don't believe there was a lot of enthusiam for his actions, and he probably would be taken out of office well before 1953 in any case.
