I wan't to do a dark terror from the depth of the ocean kind of run and am still trying to figure out how to put it together. I don't want to conquer everything. More like "a stay away from me"/retreat, if I want your system-kind of run. I guess, inward perfection would do well. Then again, In think I want to make use of the Anglers as well. So I was thinking of authoritarian.

Ideas?

If you want to be able to take their systems you do not want Inward Perfection. It also doesn't really give me any terror vibes. I'd consider a Death Cult or Necrophages and either mix it with Barbaric Despoilers or take Nihilistic Acquisition. You're now largely declaring wars to steal pops which you then sacrifice one way or another. If you go the Death Cult route be authoritarian, if you go Necrophage be xenophobic.

Of the two I think Necrophage is a more fitting because then you are the terror. Death Cult more implies being the worshipers of the actual terror. Necrophage also has the benefit of having two species to start with, and you can only make your main species Aquatic, which would then make your secondary species into surface dwelling worshipers.

Has anyone come up with a good build for Ocean Paradise, aside from the capital-switching build Montu posted? I tend to go for relatively peaceful playthroughs, and most of my runs with Ocean Paradise have felt pretty meh. I want to like it, but it's just not very good. It's cool and thematic, which I like, but I've not been able to get more out of it.

Thanks. I get your point, but that would require me to forego the Oceanic start. I kind of wanna do that. Damn, I hate being restricted in terms of traits and civis. I never understood, why that never changed^^

You can do Aquatic Necrophages just fine. Just set your homeworld class to Ocean and select the Aquatic trait manually, then the Necrophage origin.

It's maybe not ideal though because Aquatic is all about buffing worker output, so if you do a mixed species like Necrophage or Syncretic it's better to put it on your secondary species. Aquatic Serviles start out with 20% production bonus before you do anything to 'em.
