He cheated/used a mod obviously.
Yeah, I was testing my mod and needed to contact all aliens to find out if it worked. It did, because apparently I botched the coding the first time and the UN would never spawn. Now all's good, the UNE will use the proper flag. Why Paradox changed it to the stary one, I will never know.

When playing as the COM, when you encounter the UNE they don't use the "Earth" emblem, instead they use the starry one. No idea why they decided to do that.

A galactic tourist guide once said:
This place, which is called "The Anus" by the local inhabitants, is said to be the portal to an ancient civilisation living on the stars themselves. You just have to go veeery deep inside it. But beware, as there are deadly creatures in The Anus that you really don't wanna know too well...
One of the tourists then thought: Man, this must truly be the oldest Anus in our universe!
