Yeah, you should have gotten a specific pop-up that the Admiral was no longer so effective.
I think that trait only pops itself on Gale Speed leaders, it's a specific nerf.

You can get Lethargic on other random leaders, particularly if they are forced to retreat from combat. It's actually really bad on a game famous for its snowballing

Crisis aspirants reveive -75% war exhaustion via menace perk. Add -25% from tech to it an suddenly it gets impossible to take them down via normal war. I once fought a normal empire and they took the crisis perk midwar. It made me unable to peace out. It took a while until i noticed, the sudden powerup and not further rising war attrition almost killed me. I actually had to battle them until they reached stage 5 and the galaxy declared war against them. Then my occupied territory was blocking the now total war from finishing...I went to war with a Crisis Aspirant empire and demanded Vassalization. I conquered pretty much everything from them and Status Quo'd them because keeping them around in a weak state and creating a friendly, more powerful empire was the better option than dealing with them.
But I noticed that they weren't receiving ANY War Weariness. Now, this didn't matter all that much to me because the Status Quo result was preferable, but is that a bug or is there a particular way to get 0 Attrition War Weariness that I'm not aware of?
