I would assume that the plan was to get them off of their ships and onto a planet so that they would be easier targets for Exterminatus; a nomad could jump into the warp and escape!

I wanted them as a vassal, to annex them later. If they get annoying, i will just displace them, in order to keep diplomacy viable. I am playing a "nice" Commonwealth of Man, xenos will only be purged (displaced) if they dare to resist their masters.
