That CB has nothing to do with ideas. It happens when two oversea provinces border each other. Oversea being the ancient "half coring cost" definition of different continent and no land connection to capital. Correctly done, this can be used to get a pretty good war against a blobbed Ottoman (second or third war).Yeah...(lost it after a day)
