Timurids and Ottomans usually rival one another, or at least hate each other because of Historical Rivals. They're both trying to keep the other from conquering you.

This is very odd behavior to be honest. Generally PU'd countries immediately white peace out.
Don't get your hopes up... Recently had them form really early and I protected them from all sides but they never reformed until 1700. Ended my game there...

I have reported it as a bug, It happens when you have the declare war dialog open when the Union forms

How often do you see England getting a PU over Austria without intend?
The image was an joke about the Habsburg dynasty and their historical achievements, because their nation was PU:ed by a Lancaster, who already had a another PU.

I mean, there is definitely nothing strange in the player getting a PU over Austria if they are allied. That's pretty legit, even if it is lucky that this happens this quickly. But statistically, there was probably more than 1/2 chances to have it before game ends if they are allied the entire game.
As for "islands" for institution spawn, it only requires not to be a one province island, tooltip is unclear. Everything is an island, to some degree ^^. Area also apparently refers to landmasse, not area in game term.

Austria starts heirless. You can get a PU in the first few years if you are lucky.
