I did just dicover today it's possible to fall under a PU as a Christian country with a non-Christian one (see my post a few posts up) so...maybe the Osmanoglu dynasty spread to a smaller Muslim state that then converted, which spread it to Russia? My guess is that one of Ottoman vassal (with the same dynasty and catholic) somehow inherit Russia and Ottoman gain the PU after integrate the subject and PU transferred to Ottoman. Did Ottoman demand something while at war with Russia? That could be it.
My guess is Ottoman won't be able to hold to it if Russia turns rebellion.

Except that he called before it was inherited and then regained it. Although I was pretty busy at the time so I could have missed them being un-allied when it happened and saw them ally shortly after.@Arrowkill
Not that terrible strange. The new Curia controller will inherit the previous Curia Controller target. Same thing with excommunication.
That may be the case. I think I am going to start watching this a bit closer to see if it is a bug or if I am overlooking a detail in my campaign.Hmm that is definitely odd. There was a change to how Curia Controller worked in which AI Curia Controller would TRY to target Muslim countries fairly close to other catholic instead of randomly target an OPM in New America and ridiculous targets.
I guess in this case it was too intense.
