Pretender rebels should be either prevented from spawning in such isolated island provinces, or spawn with some sort of rebel fleet that can transport them to the mainland so that they can attack the capital and actually achieve their aims.
I think it'd be pretty cool for them to work more like nationalists, and create a new country with the pretender leading if left for too long.

Every country on map is a TAG, and every TAG needs to be pre-defined, so unless you wanna add an infinite number of additional TAGs, no go.
