Poland cannot form the PLC if it has any other existing PU's. So if Poland got a PU other than Lithuania their course of action would be integration not merging to form PLC.

Earliest I recall seeing it in base game before devs tweaked so Poland waits for decision was around that year. Would expect extended timeline to make it happen even earlier.

You're using the extended timeline mod. You know, the one that can start in the year 51? What was your start date. That will tell us if your screenshot is unusual or not.
