This is an older patch, cardinals stopped spawning outside of Europe in the latest patches.

Foix was my vassal, when I entered in a war against Austria, which I lost. In the peace deal I was forced to release Armagnac as an independent nation.
But the fact is that Armagnac seems to have litterally absorbed foix, which doesn't exist anymore... But their army still exists!

They're all heavy ships. There is no way to beat the combined Christian navies of Castile, England, Genoa, Dutch, Venice, and Portugal with trade ships. I need heavy firepower and so far it's been working.
