Tags outside the HRE could always lead the league if they are the strongest military power. That'a kinda hard to believe of the Knights, but maybe it's really early and someone huge supported the protestant side (like France/Ottomans, who aren't protestant and can't take over the leadership), and the AI felt brave enough to declare because the catholic side is possibly very weak.

Russia formed, then got split in half, The Ottomans made a beeline to Russia for some reason, and Gazikumukh conquered Nogia. That dark blue patch is Astrakhan, my vassal.
