I don't quite know how, but it's probably rebels. Wacky AI behavior is almost always caused by rebels.

I don't quite know why it ended up being a tribal kingdom, but my assumption is:
Castile moved their Asturian protestant minority to America and spawned Asturian separatist rebels who won. Since Asturias did not exist before and therefore could not have any colonial cores, the separatists formed Asturias proper in the New World. Since the new tag was in the new world and neither a colonial nor a former colonial nation, the game thought that it has to be a native tribe, so it passed the tribal kingdom reform.

Another totally wacky game after selecting a nation outside of Europe. Chad Tlemcen and his Moroccan ally will eventually gobble up the whole of the Iberian Peninsula. Consequence : South America will speak Brezhoneg (I would have been curious to hear the Creole it would have caused). While in the east, it's a crazy mess and Bukhara sets the bordergore world record.

Yes, it's indenepdent since 1469 and is a member of the the HRE since 1523. Burgundy, Britanny, and Gascony also joined the HRE.
